This whip has a silver coloured hammer shaped handle, sometimes called a "locksmasher".
This could indeed be used to open locks, but also as a hammer for repairs or as a priest.
It has a silver coloured (probably nickel) collar. There is a fine crack in the lower part of the collar.
There are no maker's marks or stamps.
The long stock or shaft is covered in braided leather.

It has a rawhide leather open keeper or loop at its end, and a braided thong,  this is knotted at its tip
